Job Summary:
The role performs with competence any engineering task assigned to him and supervises assigned, subordinate engineers and technicians. The scope of the work includes definitive job knowledge and, also, an understanding of most of the department's operating policies. Role resolves many technical problems independently; major technical problems may be discussed with a supervisor. 

Job Responsibilities:
Civil Projects Design, Initiation, Planning, and Execution
  • Participates and performs in planning, preliminary, and final design, right of way engineering and construction engineering work on a variety of projects including those of a complex nature.
  • Oversee civil/ building/ terminal maintenance projects from design, construction to completion.
  • Acts as “Engineer-in-Charge” of civil engineering design for Port projects; develop design procedures; interprets the application of design criteria; coordinates design with Electrical/Mechanical and Environmental staff; prepares project budgets, cost estimates, and project schedules; schedules work within time limits set by supervisors; makes difficult engineering computations.
  • Participates and performs in the preparation of plans and specifications for projects including those of a complex nature.
  • Performs field inspections to guide design efforts and to support projects currently in construction; evaluates site conditions; investigates complaints regarding existing conditions of all Port facilities.
  • Acts as resident engineer on large and complex maritime and other public works construction projects oversee or administers construction contracts; coordinates capital improvement projects with contractors, utility companies, and other agencies; performs field inspections; checks plan and specifications for accuracy of design and completeness.

Monitor & Manage Consultants and Contractors & Project Reporting
  • Monitor consultants and contractors to carry out project works following applicable laws and internal procedures.
  • Provides lead, technical direction, and training to assigned personnel on construction sites; may conduct performance evaluations.
  • Manages the design of Port public works and facilities projects by consultants; participates in soliciting, evaluating, and selecting consultants and contractor; administers professional service agreements with a variety of engineering and other professional consultants/ contractors.
  • Manages all the project meetings, discussions, periodic site inspections with consultants, contractors and resolves all issues, conflicts, delays occurring in the project.
  • Monitor and Control quality and service standard delivered from consultant and contractor to meet the overall project schedule.
  • Provide regular updates, project technical reports, work progress reports, consultant& contractor evaluation reports to management to review the progress, milestones completed, and to ensure the quality of the contractors and consultant.

Projects Budget Estimation, Specification Finalization, Cost Control & Monitoring
  • Perform engineering and cost calculations and computer-aided designs and prepare project schedules, budget.
  • Prepare project details and feasibility studies and proposal and work with finance and management to allocate the required budget.
  • Prepares the Projects Layout plans as required by the Management and estimate the budget required for further.  
  • Examines plans, calculations, and specifications of complex projects submitted by engineers, architects, and others for compliance with municipal regulatory codes, Port and Engineering Division policies and standards, and other planned Capital Improvement Projects.
  • Ensure effective budget control and timely completion through effective resources allocation/project management skills.
  • Ensure the Project completion as per work scope, specification within the approved cost and time in desired quality.

Civil Facility Maintenance Works & Team Management
  • Manage the engineering team to plan, implement, supervise, and monitor any R&M, and upgrades related to any port facilities related works and projects.
  • Effectively manage all the projects executing by the in-house maintenance team and allocate all the necessary resources required for completing the works in time.
  • Manage, implement, and monitor emergency or urgent repair works for the port facilities required to support efficient terminal operations.
  • Ability to deal with all maintenance requests promptly, giving priority to those areas affecting the service or facilities.
  • Identify and provide all the necessary training requirements of the maintenance team.
  • Plan, propose and manage the Maintenance budget annually and monitor the expenses that are below the approved budget for all the R&M works, provide financial reports to reporting manager and senior management.
  • Educate the in-house maintenance team to follow all the safety permits, risk assessments, safety inductions, training, MSDS, SOP’s, etc. while executing the maintenance works.

Coordination works with Government Authorities, In-house Departments
  • Coordinates technical permit and business needs aspects of the work with other Port departments involved with assigned projects and with other agencies having worked in assigned project areas.
  • Coordinate with Commercial, Operations, Finance department to develop new project ideas.
  • Coordinate with finance and procurement to complete all records and comply with the BU & HPH policies.
  • Follow up and work with DPC for all requirements and projects.
  • Give professional advice in all civil/ building related aspects and take up ad hoc projects when required.
  • Cultivate and maintains harmonious relationships with local officials and stakeholders.

Safety awareness:
  • Ensure the workplace and the working process are safe by doing frequently inspection.
  • Follow up all the safety evaluation criteria for executing each activity of the project.
  • Ensure all the necessary permits, approvals are taken before commencing any field works at the site.
  • Ensure all the required documents (test certificates, licenses, insurance etc.) are available and valid as per UAE standard for using the equipment’s, vehicles in the project.
  • Review all the SOP’s, Method statement, Risk assessment and ensure all the team members, contractors, consultants strictly follow the safety requirements and standards mentioned in the approved documents.
  • To work with terminal operations and safety departments to ensure that the above work items are planned and implemented with minimal disruptions to the terminal operations and are following statutory, the company’s and group’s engineering, safety, environmental and financial policies, practices, procedures, rules, and budgetary requirements.
  • The ability to carry out periodic preventative maintenance inspection for all the important facilities in preparation of all Health & Safety Auditing.
  • Plan and execute more projects which can increase the safety of Port operations.
  • Support the reporting manager with the official assignments from time to time.
  • Ensure compliance with ISO 45001 Occupational Health, Safety and Environment policies and procedures.

Cost-saving initiatives and concentrate on resource management
  • Motivate, promote, and provide necessary support to the in-house team to find out any new cost-saving project initiatives.
  • Reduce the outsourcing work and involve the in-house team in executing the facility maintenance work.
  • Ensure the R&M costs are spent efficiently and propose/implement improvement and cost-effective solutions.
  • Develop sound Maintenance Management principles and practices to optimize the maintenance costs.
  • Monitor the manpower deployment and control the overtime of the in-house maintenance team.
  • Concentrate more on available resource management (propose new project ideas to reduce water consumption, sewage expenses, etc.).
  • Timely monitoring of the facility team performance to ensure the system is cost-effective.
  • Support the reporting manager with official assignments from time to time.
  • Ensure compliance with ISO 45001 Occupational Health, Safety, and Environment policies and procedures.

Job Requirements:
  • Bachelor's/master’s degree in civil engineering.
  • Proficient in Microsoft Word, Excel, and PowerPoint is essential.
  • Proficiency in AutoCAD software is essential.
  • Knowledge of civil project design programs would be an added advantage (ArchiCAD, STAAD Pro).
  • Capable of managing all the civil projects pertaining to the ports.
  • A minimum of 8 - 12 years of experience in marine construction.
  • Ideal to have experience in both consulting and contracting.
  • Good communication skills and understanding of written & spoken English Language.
  • Any subcontinent languages would be an added advantage.
